Who are We
Founded in 2017, Guinn Consulting Engineers (GCE) created a mission and vision statement focused on WHY we were starting a company. From an engineering perspective, we want to make a difference within our communities and leave behind a legacy of sustainable infrastructure for the generations that follow us. As a professional services provider, we understand that many of us are doing more and more with less resources – and marketing and business development are critical areas that often get overlooked.
With a combined 50+ years of experience, the GCE team provides comprehensive, client-focused engineering, construction management, expert witness, and business consulting services. GCE is a small and nimble company that listens to our clients’ needs without exorbitant corporate overhead structures and ‘red-tape’ to provide solutions.

Joy D. Guinn, FSMPS, CPSM
Brainstorming strategy, mentoring client teams, and developing relationships – that is what excites Joy about the A/E/C industry. With 25 years of management, marketing, and business development experience, she has the strong ability to conceptualize and implement strategic ideas and solutions with real results. Joy has provided the direction, guidance, and leadership for multiple marketing and business development teams across the United States.
Throughout her career, she has developed and executed marketing and business development strategies to support corporate goals for growth. Joy manages and supports strategic planning, capture planning, and internal staff training for firms ranging in employee size from 25 to more than 14,000.
FUN FACT:
Joy has traveled to all 50 states and lived in seven of them.

Thomas L. Guinn, PE, QSD/QSP
Having a grandfather who was a surveyor, Tom spent a lot of time learning about the process to develop projects. This experience, combined with his natural curiosity about how things work, led him to a career in engineering, where he has applied his skills to a variety of projects ranging from ADA improvements to large site development.
For Tom, the most enjoyable part of his work is “the diversity in day-to-day responsibilities” and the blend of people he gets to interact with. His more than 25 years of experience allows Tom to focus on responsiveness and proactive project management for traditional design-bid-build and alternative delivery methods.
Tom is a licensed pilot and certified scuba diver.
